Bobby Hajjaj pushes learning outcomes over infrastructure

State Minister for Primary and Mass Education Bobby Hajjaj has called for long-term assessment of ongoing reforms and development activities in primary education, saying student learning should be the main measure of their success.

“Rather than infrastructure development or project implementation, how much students actually learn in classroom should be the primary criteria for education,” he said.

The state minister made the remarks while speaking as the chief guest at a dialogue organised by Citizen Platform for SDGs, Bangladesh at a city hotel on Saturday.

Bobby said successive efforts under the Primary Education Development Programme (PEDP) had focused on improving infrastructure, technology and administrative capacity.

He said, however, that the wider education system needed to be restructured more effectively with student learning outcomes at its centre rather than focusing primarily on constructing buildings or supplying equipment.

On teacher management and long-term reforms, Hajjaj said work was underway to address teacher shortages and bring recruitment, career progression, performance evaluation and training under an integrated framework. He said plans were also being formulated on primary school schedules, the introduction of single-shift systems and ensuring effective instructional time.

The state minister said child psychologists and primary education experts were involved in developing the curriculum. He stressed that the state had a responsibility to ensure the quality of education across all types of primary educational institutions in the country.

According to Hajjaj, the government would gradually bring all educational institutions under effective monitoring by developing the necessary manpower and institutional capacity.

Towfiqul Islam Khan, additional director (research) at the Centre for Policy Dialogue (CPD), presented the keynote paper at the dialogue, chaired by CPD Distinguished Fellow Dr Debapriya Bhattacharya.

Faridpur-1 constituency MP Md Elias Molla, Reserved Women’s Seat MP Nusrat Tabassum, Director General of the Directorate of Primary Education Shahina Ferdousi, CPD Executive Director Dr Nazneen Ahmed and Campaign for Popular Education (CAMPE) Executive Director Rasheda K Choudhury, among others, attended the event.
