Slow progress of ADP in HI of current fiscal
Abu Sazzad :The Annual Development Programme (ADP) implementation rate in the first half (July-December) of the current fiscal 2015-16 was only 24 percent.Lack of coordination among the Ministries and Divisions is the major reason for the slow progress in implementing the ADP in the country, said the experts. They opined, the lower performance and inefficiency of the ministries are responsible behind it. The implementation of the annual development programme was disappointing as the progress hit a record low in eight years. According to the data of the Implementation Monitoring and Evaluation Division of the Planning Ministry, the government ADP implementing ministries and divisions could spend Tk 23,777 crore during the first half. The government allocated Tk 1,00,997 crore for implementing development programme across the country. The lowest ADP implementation rate was 20.7 per cent in July-December period of the FY 2007-08 when the size of the ADP was Tk 26,500 crore. The Food Ministry performed the lowest with expenditure of only 4 per cent of its allocation followed by science and technology ministry with 5 per cent. On the other hand, the Post and Telecommunication Division spent the highest 56 per cent of its funds under the programme followed by the commerce ministry 54 per cent. The Water Resources Ministry and Health Ministry could implement only 14 per cent and 16 per cent respectively. The Bridges Division could spend only 18 per cent while the Energy and Mineral Resources Ministry spent 21 per cent. The Roads and Highways Division spent 29 per cent of its allocation and the Power Division spent only 16.36 per cent during the first six months of the ongoing fiscal.”The work of some mega projects including Padma Bridge, Metro Rail and Power Plants are ongoing. So, it is expected that the ADP implementation rate will increase in the next half, said a Planning Ministry Official. The planning ministry has taken an initiative to revise the ADP and the size of the ADP may be cut significantly as some ministries including the highest allocated ministries were making proposals to downsize the fund for them, said the official. The allocation for the Padma Bridge Project might also be cut down by more or less Tk 2,000 crore in line with the proposal of the Bridges Division. Initiative has been taken by the Planning Ministry to expedite the ADP implementation. Centre for Policy Dialogue (CPD) Executive Director Mustafizur Rahman identified the weakness in institutional capacity in implementing development projects as the reason behind slow progress in ADP execution.Bangladesh Institute of Development Studies Research Director Zaid Bakht said, traditionally ADP implementation remains slow in the first few months due to some long-existing reasons including delay in fund release, appointment of project staff, land acquisition and most importantly, lack of coordination among the ministries and divisions.
