Cabinet Division for action against job lobbyists

The Cabinet Division has issued a directive stating that soliciting intervention from outsiders or influential quarters regarding service-related matters constitutes misconduct and instructing that departmental action be taken against those involved.

A letter regarding this matter was recently issued by the General Branch of the Cabinet Division. Signed by Deputy Secretary Tania Afroze, the letter directs the relevant authorities to take necessary measures to halt such lobbying concerning the service affairs of government employees.

The letter notes that the Government Servants (Conduct) Rules, 1979, detail the expected conduct and responsibilities of government employees.

It has recently been observed that some government employees are sending individuals to officials at relevant departments to lobby or solicit favors regarding various service-related matters.

The Cabinet Division has stated that such lobbying constitutes a clear violation of Rule 20 of the Government Servants (Conduct) Rules, 1979. Furthermore, under Rule 2(b) of the Government Servants (Discipline and Appeal) Rules, 2018, this amounts to misconduct.

The directive stipulates that if a government employee engages another person or persons to lobby inappropriately on their behalf regarding service-related matters, departmental action must be taken against them in accordance with the Government Servants (Discipline and Appeal) Rules.

Additionally, details regarding the lobbying incident must be recorded in the concerned employee’s service dossier.

However, government employees do have the option to submit formal applications regarding service-related matters.

The letter states that an employee may submit an application concerning their service matters to the controlling ministry, division, or authority through the proper channel.

Upon receipt of such an application, the controlling ministry must resolve the matter on reasonable grounds within a maximum period of one month.

The Cabinet Division has requested the concerned officials to issue necessary directives to the offices and agencies under their respective jurisdictions.

The letter has been sent to the Principal Secretary to the Prime Minister, all Senior Secretaries and Secretaries, all Divisional Commissioners, Deputy Commissioners, and Upazila Nirbahi Officers.
