Large investment coming to HSIA over 3rd Terminal

Menzies Aviation is set to be selected as the second passenger service provider for the third terminal at Hazrat Shahjalal International Airport (HSIA). Should this materialise, the UK-based aviation services company plans to invest $12 million in the very first year. Additionally, the company aims to create 1,000 direct jobs and generate employment for over 4,500 people indirectly.

Officials from Menzies announced these plans at a press conference held Thursday, at a hotel in Dhaka.
Menzies Aviation officials stated that their operations could generate over 4,500 additional indirect employment opportunities within Bangladesh’s economy and supply chain.

Several international ground-handling companies are competing against Menzies to secure the contract for managing passenger services at the Third Terminal. These include Çelebi Aviation, dnata, Swissport, and SATS.

Charles Wylie, Executive Vice President for the Middle East, Africa, and Asia at Menzies Aviation, and John Henderson, Senior Vice President of Operations for the Middle East and Africa, spoke at the press conference. Sakib Ershad, Director of Trade and Investment at the British High Commission in Dhaka, also addressed the event.

Menzies stated that a significant portion of the proposed investment would be allocated to airport operations, workforce skills development, and enhancing the capacity of Bangladesh’s local aviation sector.

As part of this initiative, there are plans to establish a Menzies Training Academy in Dhaka. The academy will provide world-class aviation training and create long-term career opportunities for Bangladeshi citizens.

Additionally, the company plans to collaborate with local universities, colleges, and schools to develop aviation-related educational programs, internships, and career pathways for graduates.

Company officials stated that this initiative would facilitate the transfer of international knowledge and expertise to Bangladesh, while also strengthening local operational, technical, and managerial capabilities.

Menzies also plans to manufacture and source uniforms locally. The company believes this could create business opportunities within Bangladesh’s textile and ready-made garment sectors.

The company stated that it aims to build a workforce base for a sustainable aviation sector in the country through local recruitment, professional training, leadership development, and long-term knowledge transfer.

Responding to a question at the press conference about whether geopolitical or political factors might influence the selection of the second operator, Sakib Ershad said they are optimistic that the competition will be fair.

He said, “We are confident that this will be based on fair competition rather than geopolitical influence.”
Menzies stated that the proposed investment in Bangladesh would create opportunities for skill and knowledge exchange, alongside enhancing commercial engagement. This could further strengthen trade and investment ties between Bangladesh and the UK.

The appointment of a second passenger service operator at the third terminal of Hazrat Shahjalal International Airport is expected to foster competition in ground-handling services. Stakeholders also believe that the quality of service will improve as a result.
