Dispute over construction of 5-storey building

A dispute has arisen over the construction of a five-storey building in Babup para area of Nilphamari Municipality, with both sides making opposing claims following a court notice seeking an explanation from the building owner.
Afsana Afroze has alleged that the building was constructed in violation of approval conditions and relevant building regulations. However, the building owner, Md. Mushfiqur Rahman, has rejected the allegations, describing them as fabricated, baseless and intended to harass him. In an application filed before the court, Afsana Afroze alleged that Md. Mushfiqur Rahman initially obtained approval to construct a four-storey building. After completing the construction, he allegedly obtained approval for another floor from the municipality and subsequently began construction of the fifth floor. The application claims that such construction violated government regulations and the relevant building code. Denying the allegations, Mushfiqur Rahman said all necessary rules and procedures had been followed in constructing the building. He claimed that the required soil test, building plan, design and other necessary formalities had been completed in accordance with the applicable rules.
