KCC refutes news published in newspapers
Statement of the KCC authorities in the context of the news published in the national newspapers Dainik Samakal and Dainik Manabzamin regarding the road development work being implemented by KCC.
The Khulna City Corporation authorities have come to their attention regarding the news published on the front page of the ‘Dainik Samakal’ newspaper on July 28, 2026 under the headline “Only the followers of the administrator get urgent contracting work” and on the last page of the ‘Dainik Manabzamin’ newspaper on July 29, 2026 under the headline “KCC distributes hundreds of works without tender in Khulna”. The news has been strongly protested by the KCC as it is untrue and motivated.
The published news mentions that the work has been awarded without competitive tender using the quotation method. The procurement rules were not followed. Although the notice of the call for quotation was supposed to be given on the website and notice board, it was not given.

Since the current administrator Nazrul Islam Manju took over as the administrator, not a single work has been awarded through quotation. The actual information is that in the Public Procurement Rules 2025, Schedule-2, Section 99 (1) (m) published by the government, under direct contract, the development budget for the headquarters of the department or organization cannot exceed 5 (five) lakh taka in each case.
However, in special cases, with the approval of the secretary of the ministry/division, a maximum of 20 (twenty) lakh taka can be spent. In order to alleviate the suffering of the general public, some works have been implemented by following the Direct Purchase Method (DPM) in full compliance with the rules mentioned in the PPR. There is no obligation to provide a website and notice in the DPM method.
In protest against the above part of the news, the KCC authorities said that during the rule of the previous government, the development work of major roads and drains under specific projects was done in Khulna metropolis, but no development of small lanes was done.
Moreover, most of the streets of the city were dug up by Khulna WASA to install sewer lines, making small roads impassable. Since the Khulna City Corporation was without a public representative for a long time after the mass uprising of 24, the city residents did not get timely solutions to their serious transportation problems.
After Nazrul Islam Manju assumed the responsibility of the administrator as a public representative in March this year, the city residents became vocal in realizing their demands and started submitting written applications to alleviate their transportation problems. In view of their applications, the narrow streets that were unsuitable for transportation were repaired on an urgent basis under the ‘Direct Procurement Method’ or DPM method, limiting the financial capacity to 5 lakh taka.
The works have been implemented by the listed contractors of KCC under the DPM method, limiting the said allocation, and no complaints have been raised so far regarding the quality of the work. It is also to be noted that there is no obligation to display the notice of the work implemented under the DPM system on the website or notice board. Therefore, the news published by KCC in two national dailies regarding the work being urgently implemented has been presented untruthfully, which seems to be intentional to the KCC authorities.
