Habiganj School managing committee cancellation sought

A resident of Nabiganj upazila in Habiganj submitted an application to the Deputy Commissioner, seeking the cancellation of the managing committee of a government primary school and requesting his inclusion as a donor member, alleging that the committee was formed in violation of government regulations.

In his application, submitted on 01 July, Shamim Ahmed Chowdhury, son of the late Mofazzil Chowdhury of Sreemathpur village under Nabiganj upazila, claimed that the managing committee of Sreemathpur Government Primary School was constituted on 28 June 2026 contrary to the proposal issued by the Ministry of Primary and Mass Education.

According to the application, the school was established in 1939 on land donated by his grandfather, the late Ashkir Mia, who served as the school’s donor member and was elected chairman of the managing committee.

Following Ashkir Mia’s death, the position was held by the applicant’s father, the late Mofazzil Chowdhury.

After his father’s death, Shamim Ahmed Chowdhury said he was elected as the donor member and has been serving in that capacity since 2019.

The applicant alleged that despite his status as the donor member, a managing committee was formed on 28 June 2026, appointing A.K.M. Selim Chowdhury as the donor member instead.

He claimed this was done without following the applicable rules and regulations.

The application further states that on 15 June 2026, during a meeting attended by the school’s head teacher, Bipul Chandra Ray, the head teacher allegedly proposed the name of A.K.M. Selim Chowdhury as donor member on the advice of several local individuals. Shamim Ahmed Chowdhury said he objected during the meeting, arguing that no new committee should be formed at that stage.

He also alleged that the head teacher later convened another meeting on 28 June 2026 without informing him and formed the managing committee with A.K.M. Selim Chowdhury as the donor member.

The applicant further mentioned that he and others had filed Case No. 29/2015 before the Assistant Judge’s Court in Nabiganj over the matter, and that the court had issued an order in their favour.

He attached a certified copy of the court order with his application and claimed that the case record also recognizes his grandfather as the original land donor for the school.

In his petition, Shamim Ahmed Chowdhury requested the Deputy Commissioner to cancel the managing committee formed on 28 June 2026 and direct the authorities to include him as the donor member of the school’s managing committee.

Copies of the application were also sent to the Upazila Nirbahi Officer of Nabiganj, the District Primary Education Officer of Habiganj, and the Upazila Primary Education Officer of Nabiganj for necessary action.
