Govt approves draft Tk3 lakh crore ADP

The Planning Commission has given preliminary approval to a Tk3 lakh crore Annual Development Programme (ADP) for the 2026–27 fiscal year, with priority placed on the education, health, transport, power and local government sectors.

The approval was granted at an extended commission meeting held on Saturday and chaired by Finance and Planning Minister Amir Khosru Mahmud Chowdhury.

A further extended meeting has been scheduled for 16 May to finalise sector-wise allocations.

The proposal will subsequently be placed before the National Economic Council (NEC) for final approval on 18 May, in a meeting to be chaired by Prime Minister Tarique Rahman.

According to a document prepared by the Implementation Monitoring and Evaluation Division (IMED), the total ADP outlay for FY2026–27 has been proposed at Tk3 lakh crore.

Of the total allocation, Tk1.90 lakh crore, or 63.33 per cent, is

expected to come from domestic government resources, while Tk1.10 lakh crore is projected from foreign loans and grants.

A further Tk8,924 crore is anticipated from autonomous bodies and state-owned enterprises, taking the overall development budget to more than Tk3.08 lakh crore.

Sector-wise allocations show the transport and communication sector receiving the highest allocation at Tk50,092.53 crore, accounting for 16.70 per cent of the total ADP.

The education sector has been allocated Tk47,591.12 crore, or 15.86 per cent, followed by the health sector with Tk35,535.50 crore, representing 11.84 per cent of the proposed outlay.

The power and energy sector has been allocated Tk32,691 crore, while housing and community facilities are set to receive Tk20,361 crore.

Combined, these five sectors account for nearly 62 per cent of the proposed ADP.

Planning Commission officials said the allocation priorities reflected the government’s emphasis on infrastructure development, human capital growth and the strengthening of essential public services, particularly in the areas of education and healthcare.
