BSC plans to procure second hand lighter tankers

There are only two oil tankers are profitable for the state-owned organisation Bangladesh Shipping Corporation (BSC). The two oil tankers MV Banglar Jyoti and MV Banglar Shourav lighter the crude directly from the mother tanker that takes anchor at Kutubdia deep sea.
But the economic life of these two lighter vessels had expired 5 years back which are now operating after repair regularly.
So, the state-owned Bangladesh Shipping Corporation (BSC), the only national flag carrier of the country, is procuring a second hand crude oil lighter age tanker of 25,000 Deadweight Tonnage (DWT) capacities.
DWT is a measure of how much weight a ship is carrying or can safely carry.
BSC has already floated tender for procurement of the oil tanker. The tender will be received on March 5, 2015.
As per the tender schedule, the intended vessel has to be a Product Oil Tanker ESP, Double Hull, having capacity of minimum 15,000 to 25,000 DWT.
Age of Vessel is not more than 12(Twelve) years starting from the date of first delivery from the shipyard. All major components, machinery and equipments must be in good working condition with excellent state.
The vessels main features are; length at maximum 160 m; Loaded Draft is maximum 9 m and DWT is minimum 15,000 to 25,000 DWT. Time for completion of delivery is within 90(ninety) days commencing from the date of issuing Notification of Award.
The proposed tanker will carry crude petroleum products directly from mother tanker to Chittagong Port.
Meanwhile, the BSC is trying to procure vessels in order to survive the organisation for the last few years.
But the BSC could not proceed with their plan further due to shortage of fund.
It may be mentioned that the fleets of the BSC are declining gradually. After the liberation, the total numbers of the BSC fleet include more than 38 ships. But now it contains only 5 vessels that are sailing after expiry of their economic life with frequent repair after each voyage.
