The Ministry of Primary and Mass Education is following digital system (online application) for the transfer of the primary teachers. But there is a corruption allegation raised against the related officials (upazila and district level officials) over the transfer process.
Directorate of Primary Education (DPE) has launched the transfer process of assistant teachers in government primary schools in July 2022. In the first phase the DPE offered only inter upazila transfer where about 35 thousand teachers applied for transfer around the country.
Of them about 1,316 applications across the country got stuck as the related officials (District Primary Education Officer and Thana Education Officer) keep them pending asking bribery from the applicants.
On the issue the DPE sent a show cause letter to the related 95 DPEO and TEO asking them to answer the letter within three working days.
Seeking anonymity a teacher from a primary school of Savar said I am continuing service for four years in the school. I applied for transfer to a school which is located near my home. I also got eligibility by all term and condition for transfer application.
He said I am the most senior teacher in the school for getting transfer order. But the DPEO and TEO accepted transfer application another junior of my colleague by taking financial advantage.
They kept pending my application without cancelling, he added.
He said after hearing about my application as it remains pending, I went to the TEO and asked about my application. The TEO replied me that he has nothing to do.
Later I contracted with the several officials of the DPE but failed to get any proper solution, he further said.
When contracted with the Hobiganj’s DPEO Md Golam Mowla over the allegation, he said those applications that remain pending, most of them are incomplete.
Denying the corruption allegation, he said the applicants did not submit required papers. When asked them for papers they committed to provide but did not.
On the issue, The Ministry of Primary and Mass Education Secretary Farid Ahmed said that he has no information about the matter. He advised to talk with the Director General (DG) of DPE.
DPE DG Shah Rezwan Hayat said we have sent the show cause letter to the accused DPEO and TEO to answer when they kept the application pending.
He said if we don’t get satisfactory answer from the officials, then we will again ask them for proper answer over the issue.
If we get any officials involvement in any corruption, departmental strain action we be taken against them, he added.
