3 cops out over corruption, desertion
Three police officers have been removed from service or dismissed on charges of misconduct, corruption, prolonged unauthorised absence and desertion.
Three separate gazette notifications were issued on Wednesday by the Discipline-2 Branch of the Home Ministry under presidential order, signed by Home Ministry Senior Secretary Manzur Morshed Chowdhury.
The three officers are Mohammad Rokonuzzaman, Additional Superintendent of Police at the Netrokona In-Service Training Centre and former Assistant Police Commissioner of Rajshahi Metropolitan Police (RMP); Md Rashedul Islam, former Additional Deputy Police Commissioner of Barisal Metropolitan Police (BMP); and ASP Md Habibullah Dalal, posted at the Police Staff College.
Mohammad Rokonuzzaman – removed for bribery While serving at RMP, Rokonuzzaman allegedly demanded Tk17 lakh from a man named Kamruzzaman in exchange for getting him a Sub-Inspector (SI) position in the police.
He received Tk2.5 lakh through a Dutch-Bangla Bank account in three transactions in August and September 2015, and a further Tk3 lakh through bKash at various times, totalling Tk5.5 lakh.
When Kamruzzaman was not given the job, a complaint was lodged and an investigation followed.
Rokonuzzaman eventually returned Tk5,39,923 through a bank transaction on 10 September 2018 and Tk12,240 through mobile banking in two instalments the following day, totalling Tk5,52,163.
Following the investigation, the charges of “misconduct” and “corrupt conduct” under the Government Employees (Discipline and Appeal) Rules were proven. The investigating officer confirmed the findings in 2021.
A second show-cause notice was issued to Rokonuzzaman, but he did not respond.
The Bangladesh Public Service Commission (PSC) recommended his removal from service, and he was removed with presidential approval. He was serving as Additional SP at the Netrokona In-Service Training Centre at the time.
Md Habibullah Dalal – dismissed for desertion After taking leave from 22 to 25 January 2025, ASP Habibullah Dalal did not report back to his post at the Police Staff College on 26 January.
According to the government order, he left for Australia without authorisation to join his wife, who lives there.
As his unauthorised absence exceeded 60 days, the Police Directorate requested departmental proceedings.
Charges of “misconduct” and “desertion” were brought against him in a departmental case, and both charges were proven during the investigation.
He also failed to respond to a second show-cause notice.
The PSC recommended his dismissal, and he was dismissed with presidential approval, effective from 26 January 2025-the date of his desertion.
Md Rashedul Islam – dismissed for desertion
Former Additional Deputy Police Commissioner of Barisal Metropolitan Police Rashedul Islam has been absent without authorisation since 9 March 2025.
Despite multiple notices being sent to his permanent address and repeated messages through his personal WhatsApp account and email, he did not respond.
As his unauthorised absence exceeded 60 days, a departmental case was filed against him in August 2025, charging him with “misconduct” and “desertion”.
Both charges were proven during the investigation, and a second show-cause notice was issued, but he again failed to respond.
The PSC recommended his dismissal, and he was dismissed with presidential approval, effective from 9 March 2025-the date of his desertion.
