Shabby prisoners vans!

A photo story of an English daily shows about how a prison van in poor condition tilted upside down while shifting prisoners between locations. Such vehicles can be seen to be dented and broken in several of its parts. It is a matter of concern as to why the concerned departments cannot spare reasonable funds to provide safe and fortified vans for the movement of jail inmates.
 I would like to draw the attention of the concerned ministry to this issue.
