



The government has reconstituted a high-level committee to recommend reforms aimed at making the country’s public procurement system more effective and meaningful, with Law, Justice and Parliamentary Affairs Minister Md. Asaduzzaman appointed as its head.
The Cabinet Division issued a notification on Tuesday announcing the formation of the committee, which has been tasked with reviewing existing procurement procedures and suggesting improvements.
The committee includes Power, Energy and Mineral Resources Minister Iqbal Hassan Mahmood, Industries, Textiles and Jute and Commerce Minister Khandakar Abdul Muktadir, Adviser to the Ministry of Public Administration Ismail Zabihullah, State Minister for Shipping and the Bridges Division Razib Ahsan, and State Minister for the Ministry of Local Government, Rural Development and Cooperatives Mir Shahe Alam.
Cabinet Secretary Nasimul Gani, Finance Division Secretary Dr Khairuzzaman Majumder and Chief Executive Officer of the Bangladesh Public Procurement Authority S. M. Moeen Uddin Ahmed are also members of the committee.
According to the notification, the committee has been assigned three specific responsibilities to improve the country’s procurement framework.
The panel will first determine the operating procedures of the Cabinet Committee on Economic Affairs and the Cabinet Committee on Government Purchase.
It will also review the Public Procurement Act (PPA), 2006, and the Public Procurement Rules (PPR), 2025, and submit recommendations to make both more effective.
The committee has further been assigned to carry out responsibilities given by the Cabinet Committee on Economic Affairs and the Cabinet Committee on Government Purchase.
The notification said the committee will hold meetings whenever necessary and may include additional members if required.
The Cabinet Division will provide the necessary secretarial support to facilitate the committee’s work.
