



Promotions to 36,235 vacant head teacher posts in government primary schools will be completed alongside swift recruitment for 38,443 assistant teacher posts, following the end of a nine-year legal deadlock through a Supreme Court verdict, Education and Primary and Mass Education Minister Dr A N M Ehsanul Hoque Milon has said.
He made the announcement at a press conference held on Thursday afternoon at the Ministry of Primary and Mass Education conference room, outlining the verdict and the government’s next steps.
“The Appellate Division delivers its verdict in favour of the government in Civil Appeal (No. 73 of 2023), effectively ending a nine-year legal deadlock over promotions in government primary schools.”
he said “The Appellate Division of the Supreme Court has cleared the nine-year legal deadlock over the promotion of head teachers in government primary schools. Following the government’s successful appeal, the posts will be filled quickly,” he said.
He added that the ruling ends the prolonged stagnation in the primary education system and restores the ministry’s full authority over recruitment and promotion.
“The dispute began in 2017 when 383 teachers filed a writ petition with the High Court challenging Rule 9(1) of the 2013 Recruitment Rules regarding seniority determination.
After the High Court declared the provision illegal, the government filed an appeal, following which the Appellate Division issued a status quo order that halted promotions nationwide,” he added.
State Minister for Primary and Mass Education Bobby Hajjaj and Attorney General Barrister Md. Ruhul Quddus Kazal were also present at the briefing.
