Demands BCS Health Cadre Assoc: Cancel benefits for ad hoc doctors

The BCS Health Cadre Association (BHCA) on Tuesday urged the government to revoke its decision to provide benefits to ad hoc doctors by amending the rules, claiming the move is illegal.

At a press conference held at the National Press Club in the city, BHCA leaders also demanded the cancellation of the decision to subordinate health cadre officials to ad hoc officers, insisting that existing employment rules for all health cadre officials should be maintained.

The association emphasized that encadred officials always receive seniority following the latest BCS, and the same rules should be adhered to in health services.

Dr. Mohammad Niamat Hossain, the association’s Convener, stated, “The decision to provide benefits to encadred officials is contradictory to the Constitution and the verdict of the Appellate Division.” He called on all cadre officials to voice their opposition to this perceived injustice. “Subordinating cadre officials to ad hoc officers is not supported by any law or rule and is totally illegal,” he added.

Dr. Niamat also demanded that all illegal promotions and appointments be canceled and that ongoing irregular practices be permanently halted through a government order. He called for exemplary punishment for those involved in these irregularities, pending investigation.

He further argued that there is no provision for promotion within the cadre without the senior scale, and revising this examination for ad hoc officers conflicts with Government Service Rules. “This must be canceled,” he asserted. He added that encadred officials should receive seniority after the latest BCS, suggesting that ad hoc encadreurs should be enlisted following the 42nd BCS.

Munibur Rahman Jewel, Dr. Niharranjan Das, Dr. Matuara Sharmin, Dr. Al Mahmoud Lemon, Dr. Mahmud Ur Rahman Masud, Dr. Zakaria Himel, Dr. Afanur Rahman Adnan, and Dr. Ali Asghar Shibli, among others.
