Irregularities in promotion at Paksey Divisional Railway office

Class IV employees in Paksey Divisional Railways are fraudulently siphoning off government revenue by illegally concealing their permanent addresses in higher pay scales. In this regard, Segun Bagichar audit team has given a complaint report, but no action has been taken so far.
Paksey Divisional Office of Railway sources said that Md. Abdul Alim Khan joined the service of Railway Service Book as Ward Attendant at Kulaura Dispensary on February 7, 2005. There the address has been used as a resident of Ikrashi village of Dohar police station of Dhaka district. But his permanent address is in Sultanpur village of Kaya union of Kumarkhali police station of Kushtia district. His father’s name is Abdul Ghafoor Khan. Abdul Alim Khan has kept the permanent address of his native land hidden in the certificate he used for class VIII.
Abdul Alim Khan transferred from Kulaura to join Paksey Railway Hospital, Divisional Headquarters of Western Railway. In a proposal regarding the formulation of a recruitment rule of the Railway Medical Department signed by Dr. Md. Habibullah on March 7, 2010, it is said that the fourth class employees must have at least 7 years of experience and pass SSC for promotion. Abdul Alim was illegally promoted from Ward Attendant to Sanitary Inspector on October 11, 2010 by violating the rules of appointment. On October 19, Abdul Alim joined the Railway Assistant Surgeon’s office at Rajbari as a sanitary inspector after being promoted.
After joining, an investigation team came for the audit from Segun Bagicha, Dhaka, Directorate of Audit of Railways on 2 February 2011. The head of the team Iqbal Hossain expressed displeasure at the investigation for illegal promotion. Regarding the payment of salary in higher scale through extra-ordinary promotion, it is mentioned that, in the inspection of service book at Departmental Establishment Officer Paksey office, it can be seen that Md. Abdul Alim Khan was appointed as Medical Ward Attendant at Departmental Medical Officer Paksey office on 07/02/2005. He was promoted as Sanitary Inspector on 11/10/2010. It is to be noted that there is no provision to promote him to the post of sanitary inspector from ward attendant next to class VIII. The audit team opined in the service book that the government is suffering financially.
When Abdul Alim was contacted in this regard, he said, I have been promoted systematically. Participated in promotion test by submitting SSC pass certificate from open. I have also submitted the application along with the certificate for service book of Paksey divisional office.
However, I do not know why the service did not appear in the box. He said that although our ancestral home is in Kumarkhali of Kushtia, we have become people in Dhaka district.
When Paksey Divisional Medical Officer Dr. Shakeel Ahmed was contacted on the phone, he held his phone at the other end and said, I am his steno Saiful Islam.
Railway Paksey Divisional Manager (DRM) Noor Mohammad said, I am new here. A long time ago, I don’t know anything about it. However, action will be taken if complaints are received.
