The High Court has stayed for one month the effectiveness of a Bangladesh Bank circular issued for recruiting its Assistant Directors (ADs).
The High Court bench of Justice Md Mozibur Rahman Miah and Justice Kazi Md Ejarul Haque Akondo passed the order after hearing a writ petition filed challenging the legality of the advertisement of the central bank for recruiting Assistant Directors.
It also issued a rule upon the concerned bodies of the government to explain as to why the respondents should not be directed to amend the Bangladesh Bank circular issued for the appointment of this position as per the instruction of the Ministry of Public Administration and to fix March 25 in 2020 as the maximum age limit of the job aspirants.
Finance Secretary, Public Administration Secretary, Bangladesh Bank Governor and the Director of the Human Resources Division of the central bank have been asked to comply with the rule.
Advocate Rashidul Haque appeared in the court hearing on behalf of the writ petitioners, while Deputy Attorney General Arabindo Kumar Roy represented the state.
Rashidul Haque said, “Bangladesh Bank issued a circular on May 10 this year for recruiting Assistant Directors. But on September 22, the Ministry of Public Administration granted 39 months relaxation in the age limit of government job aspirants. Authorities have been asked to fix the maximum age limit by March 25, 2020 in the notifications those will be published till June 30, 2023.”
“But the notification issued for the post of Bangladesh Bank Assistant Director (General) was not issued by relaxing this age limit fixed by the Ministry of Public Administration. Due to this, many job aspirants are deprived of applying the position. In this circumstance a deprived job aspirant, Mirza Rakibul Hasan, applied to the Bangladesh Bank Authority and the Ministry of Public Administration to re-issue the circular with age relaxation,” said the lawyer.
However, the authorities didn’t take any action according to the application of Mirza Rakibul Hasan. Later he filed a writ petition with the HC on October 12 challenging the BB circular. After hearing the HC asked to amend the circular and re-issue it.
