Digging city roads in peak summer

THE city has become immovable for commuters due to traffic overcrowding in long queues at almost every city intersection. This is a daily scenario when the digging of city roads and construction of unplanned flyovers and utility lines are regularly worsening the traffic congestions narrowing the passage of movement at many city points, as per a report of our daily.
With the surging summer heat, commuters are compelled to undergo physical stress for hours in the gridlock. School goers and their parents have to struggle to take their children home in the heat wave as they were waiting for transport.
With the beginning of the monsoon every year, Dhaka City Corporations, WASA and other utility service providers start digging roads, lanes and by-lanes for laying underground sewerage lines, water supply pipelines and utility cables. They leave roads dangerously exposed to pedestrians and motorists causing traffic clogs at sensitive city points that may risk their lives at any moment.  
Many reasons have been given for the digging during the start of the monsoon – the corporations and utilities say that they don’t get access to funds until the start of the monsoon. But surely this problem can be overcome easily – why can’t funds be allocated earlier? Why do the public bodies have to wait for almost at the end of the current fiscal to get funds?
Why do projects have to be taken on simultaneously – to the great aggravation of people who have to live in the city? Why can’t projects be carried out separately to ensure less suffering to all concerned? Concerted co-ordination among the public bodies will not only reduce wastage but also speed up the work.
The work can also be finished faster if more funds are allocated to ensure that they end quickly – it should make more sense to spend the same amount of money for a shorter period than for a longer one – as would happen if work were to be carried out with more labour than less as it would cost more over the time period but finish more quickly – thus the ultimate cost would remain the same.
These ideas are nothing new and have been around for many years – but the lack of political will is preventing them from taking root. All public bodies should realize that public funds come from the hard work of many citizens, and it should be used responsibly. Road digging should not be carried out unless absolutely needed – even then it should be done in haste. Spending public funds irresponsibly should not be the object of any public body.
