‘Govt plans digital appearance of accused in court’

Law Minister Mohammad Asaduzzaman has said that introducing a digital system for producing accused persons before courts could bring a revolutionary change to the country’s judicial system.

The minister made the remarks at the inauguration ceremony of the e-Family Appeal Court at the Chief Metropolitan Magistrate (CMM) Court in Dhaka on Thursday.

“We are working on the issue,” he said. He said that bringing accused persons from prisons to courts on scheduled hearing dates required considerable logistical arrangements, including vehicles and security personnel.

“Every day, a large number of accused persons have to be brought from prisons to court on scheduled dates. This requires mobilisation, vehicles and security arrangements. As a result, an entire sector has to remain busy with court-related duties from morning until night,” he said.

The minister said introducing a digital appearance system would bring a revolutionary change to the judicial process.

Regarding the disposal of the huge backlog of cases, Asaduzzaman said the government was planning to appoint judges selectively to improve the efficiency of the judiciary and restore public confidence in the justice system.

He said handling around 4.6 million pending cases across the country was extremely difficult for 2,300 judges. At the same time, he alleged that some judicial officers were leading comfortable lives without performing their duties properly.

Citing the International Crimes Tribunal as an example, the minister said a pilot project had already been introduced in some cases to facilitate digital appearances by accused persons.

Under the system, accused persons remain in prison on scheduled hearing dates, while the court monitors their appearance. Relevant prison officials verify their presence, and the court then confirms their digital appearance, he explained.

The minister also said the government was seeking opinions from all stakeholders, including July uprising fighters, family members of martyrs, lawyers and journalists, as part of the process of amending the Constitution.
