RAJUK to undergo major transformation Says housing and public works minister

Housing and Public Works Minister Zakaria Taher Suman has said the government is taking a series of major steps to transform the services of the Rajdhani Unnayan Kartripakkha (RAJUK), including digitising its operations and speeding up the approval of development plans.

“After this government came to power, we have taken several groundbreaking decisions under the Prime Minister’s directives. Previously, clearance from RAJUK was required to sell or transfer a flat.

That is no longer necessary. Once a property is mutated in your name, you do not need to visit RAJUK again,” he made the remarks while speaking to journalists on Tuesday after inaugurating the office of the Narayanganj Development Authority (NDA) in Khanpur, Narayanganj city.

“Services are gradually being digitised. We are moving extensively towards digitalisation and trying to ensure that any plan is approved within 24 days. We can assure you that the RAJUK of tomorrow will be significantly different from the RAJUK of the past,” the minister added.

The minister said the NDA had been established to provide better services to the people of Narayanganj and develop the city in a planned manner.

“Through the NDA, we will develop Narayanganj as a planned city and formulate special development plans for the region,” he said.

Responding to questions about RAJUK’s services and allegations of corruption, Suman said several initiatives had been taken to improve the authority’s service delivery since the current government assumed office.

“RAJUK covers a vast area, but it did not have adequate manpower in proportion to its jurisdiction. To make services more accessible to people at the local level, the Gazipur Development Authority and Narayanganj Development Authority have been established,” he said.

“Providing services to people requires adequate manpower. That is why these new authorities have been created,” he added.

Regarding the NDA’s activities, the minister said its law had already been passed under the current government and that the inauguration of its office marked the formal beginning of its operations.

“The NDA has been created under the Ministry of Housing and Public Works specifically for the people of Narayanganj so that they can receive better services. At the same time, our aim is to develop a well-planned city,” he said.

The minister said the NDA would formulate a separate special plan for Narayanganj alongside RAJUK’s existing master plan, and development activities would be carried out based on that plan.
He also said the government was examining the possibility of expanding the NDA’s jurisdiction.

“A boundary has already been determined for the authority. We are examining whether there is scope to expand it further. Areas including Fatullah and Sonargaon and their surroundings are also being assessed,” he said.

Suman said the government had taken the decision after considering various aspects and noted that the initiative had originally been taken during the previous government.

“Any project takes time. This decision was taken during the previous caretaker government. I have spoken to the NDA chairman, and we are looking into what more can be done,” he said.

He said developing Narayanganj as a planned city while ensuring easier and better services for local residents remained among the key objectives behind the establishment of the NDA.

Among those present at the inauguration were Narayanganj-5 MP Advocate Abul Kalam, Narayanganj-3 MP Azharul Islam Mannan, Narayanganj-1 MP Mustafizur Rahman Bhuiyan Dipu, Narayanganj City Corporation Administrator Advocate Sakhawat Hossain Khan, NDA Chairman Mashukul Islam Rajib, Deputy Commissioner Md Raihan Kabir and District Council Administrator Professor Mamun Mahmud, among others.
