BB Officers Welfare Council demands full autonomy of central bank

The Bangladesh Bank Officers Welfare Council has demanded reform of the existing legal framework of the central bank in order to establish full autonomy of Bangladesh Bank. For this, it has called for amendment and revision of the Bangladesh Bank Order.

A total of seven demands were raised by the council at a press conference organized at the Bangladesh Bank head office on Thursday.

It was informed at the press conference that to ensure the effective and independent role of the central bank, it is necessary to reform the relevant laws and regulations, including the amendment to the Banking and Companies Act, 1991, to strengthen good governance in the banking and financial sector.

In addition, it demanded to resolve the existing deadlock in the appointment and promotion process of Bangladesh Bank officers.

Other demands of the council include – cancellation of the appointment of all contractual advisors, consultants and officers appointed without following proper evaluation and transparent appointment process; ensuring institutional protection for officers who are harassed due to the performance of official duties; ensuring the active time and attention of the governor on matters related to the policies and interests of Bangladesh Bank and refraining from making inconsistent and biased statements about central banking policies and procedures in the media.

Golam Mostafa Srabon, general secretary of the Bangladesh Bank Officers Welfare Council, said: “A memorandum was submitted to the Financial Advisor of the Interim Government, Dr. Saleh Uddin Ahmed, in August 2024, demanding to ensure the autonomy of Bangladesh Bank.”

“On November 5, 2025, the governor was again requested to further strengthen the central bank and ensure its autonomy. On December 23 of the same year, the governor’s attention was also drawn to the cancellation of unnecessary contractual appointments.”

Srabon also said that institutional protection has been demanded from the Governor at various times so that officials are not harassed due to the performance of official duties.

A specific proposal to amend the Bangladesh Bank Order was sent to the Ministry of Finance in October 2025 to consolidate the legal framework to strengthen the autonomy of Bangladesh Bank.
