Allegations of bribery, corruption and accumulation of illegal wealth: ACC opens probe against BIWTA’s Deputy Director Rafiqul Islam

The Anti-corruption Commission (ACC) has started an investigation into the allegations brought against Bangladesh Inland Water Transport Authority’s (BIWTA’s) Deputy Director (Budget and Administration, Dhaka) Md Rafiqul Islam for bribery, corruption and accumulation of huge illegal wealth through misuse of power.

The anti-graft body assigned its Assistant Director Mahbubul Alam as Investigation Officer (IO), asking him to submit a report after probing the allegations brought against the BIWTA official.

The IO has already sought necessary documents, papers and information from the BIWTA chairman in a letter wrote to him on April 6 this year.

In the letter, the IO asked for records and information regarding auctions of useless water-vessels (which took place in the fiscal year 2015-16, 2016-17, and 2021-22), received bidding proposals of the vessels, tender opening sheet, tender evaluation report, notification of award, sell order, cheque/ pay order/ bank draft paid against the auctions, attested copies of challan of goods transfer and supporting documents.

He also sought for records and information regarding stationary goods purchase of 2019-20, 2020-21 and 2021-22, tender notices issued to purchase against the goods, received bidding proposals,
tender opening sheet, tender evaluation report, notification of award, work orders, deed of agreements with the bidder, challan of goods transfer, bill-vouchers of payments, cheques and attested copies of supporting documents.

In the letter, the IO, furthermore, sought for tender notice (floated in the fiscal year 2020-21) of Balu River drainage work, received bidding proposals, tender opening sheet, tender evaluation report, notification of award, work orders, deed of agreement, measurement book, bill-vouchers of payments, cheques and attested copies of supporting documents.

Similarly, the ACC IO, in the letter, asked for the tender notice of “Procurement and Installation of Navigational Aids for Inland and Costal Waterways” project, its bidding proposals, tender opening sheet, tender evaluation report, notification of award, work order, agreement with the bidder, measurement book, bill-vouchers of payments, cheque and attested copies of supporting documents.
