DGFP official gets promotion amid irregularities

An official of Directorate General of Family Planning under the Health and Family Welfare Ministry named Begum Sabina Parvin has been given promotion to Deputy Director of the department despite having various allegation against her.
The allegation of irregularities are: remaining absent from work place without permission of the concern authority, misleading the authorities by serving false information, misbehavior with the colleagues and violating government transfer order.
Officials of the directorate have expressed surprise over her promotion and they want to know about the magic behind Sabina’s promotion.
The concerned officials of the ministry, however, said that they would take action against Parvin, who is currently serving as Director (Management Information System) of the directorate, if the allegations are proved.
Because of her different irregularities, Selina Akhter, Director (Planning) of the Directorate, submitted a written complaint to the Director General (DG) on December 2020 requesting to take action against the official.
As per the complaint the letter, Parvin worked only for a few days in the months (April to June) of 2020.
Director (Planning) Shafiqur Rahman also filed another complaint in 2022 and mentioned that she is committing non- professional behavior, despite issuance of several warning letter against Parvin.
Parvin doesn’t not follow the office rules, not even communicate with the authorities and does not sign the attendance book, according to the complaint.
But, the authority of the ministry did not take any action against her due to unknown reasons, the officials said.
Refusing the allegations, Parvin told The New Nation, “I have been promoted to deputy director through DPC like other officials. The authority has made me acting director recently and in that case, some officials have been superseded. I think they are spreading the false information to tarnish my image.”
“I think that the authority has selected me for the post as an experienced person,” she added.
Shahan Ara Banu, Director General of the Family Planning Department, said, “Some allegations have been raised against Parvin. We are investigating. If we found her guilty, we will take action against her.”
Dr M Anwar Hossain Howlader, Secretary of the Ministry, said, “Hospital Wing of the ministry handles the issues of Family Planning Department. So, the concerned authority will take action, if the allegations against her (Parvin) are proved.
