Various allegations and controversies were found against Khulna Zilla Parishad Office Assistant cum Computer Operator MD Aslam Hossain.
There are allegations of disputes with colleagues, unethical financial transactions, political abuse, and even smuggling office documents outside. Even after being reported in multiple media outlets, the Zilla Parishad officials are not budging.
How did Aslam get appointed
On February 4, 2007, MD Aslam Hossain was appointed to the low-level Assistant-cum-Typert/Computer Operator post in Khulna Zilla Parishad. Later, an investigation by the Divisional Commissioner revealed that although he secured 2nd place in the selection test, he was shown 1st place. As a result, the Local Government Department cancelled his appointment on December 3 of that year as per Memorandum No. Sthabi/Recruitment-4/2004/2900 and ordered the appointment of the actual 1st place holder Md. Gaffar Hossain.
Aslam filed a case in the Khulna District Judge’s Court (De: 176/18) against the order to cancel the appointment. When the case was decided in his favor, the District Council authorities filed an appeal (De: Appeal 16/2009). The Khulna Joint District Judge’s 1st Court dismissed the appeal case and upheld the lower court’s verdict. Later, former District Council Secretary Md. Nurul Haque, while serving as the Chief Executive Officer, allowed Aslam to join work in his own capacity on July 26, 2009.
The beginning of the controversy
Aslam was involved in various controversies since joining the job. He used to have regular clashes with the District Council’s contractors. On September 6, 2009, the matter reached the court after a fight with three contractors. On November 16 of the same year, Chief Executive Officer Md. Abdul Hannan Biswas applied to the Secretary of the Ministry of Local Government for Aslam’s transfer in the interest of maintaining discipline and confidentiality in the office.
It is alleged that he used to enter the rooms of his colleagues in the office, take out documents and leak them outside. His colleagues used to be afraid in his presence. There are also allegations of harassment and unethical financial transactions of service seekers coming to the office.
There have also been allegations against him regarding political insults. The investigation proved the allegations when he insulted the BNP. He also lost his job once on charges of getting a job through corruption. However, he got his job back by a court ruling. In 2012, he was transferred from Khulna to Jessore Zilla Parishad. From there, he was transferred to Chuadanga, Bagerhat, and later Rajshahi and Jhenaidah Zilla Parishads. Finally, he joined Khulna again in 2024.
