Wage security and workers’ rights must be ensured

The recent proposal by the Centre for Policy Dialogue (CPD) to introduce a wage guarantee insurance scheme is a crucial step towards safeguarding the rights and livelihoods of workers in Bangladesh.

As per a Sunday report of this newspaper, with approximately 85 per cent of the workforce operating in the informal sector, where legal protections are scant, the need for robust reforms has never been more urgent.

The report highlighted the pressing issue of delayed wage payments, which can devastate the lives of workers who rely on timely remuneration for their survival.

The proposed insurance scheme, funded through employer contributions, would serve as a vital safety net, ensuring that workers receive their wages even in the event of employer default.

This initiative not only provides financial security but also affirms the dignity and rights of workers who contribute significantly to the economy yet often find themselves vulnerable to exploitation.

Moreover, the CPD’s recommendation to impose stricter penalties on employers who fail to pay the minimum wage is essential. While minimum wage laws exist across 42 sectors, the lack of regular revisions and inadequate enforcement means many workers remain underpaid and overworked.

The introduction of a national minimum wage, alongside the elimination of discriminatory labour laws that differentiate between workers in and out of export processing zones, is vital for fostering equality and justice in the workplace.

The report said that the majority of workers remain outside the legal framework, particularly in the informal sector. This lack of protection is especially pronounced among outsourced and lower-tier workers, who often face precarious employment conditions without legal recourse.

The invisibility of these workers, particularly in sectors like construction, underscores the urgent need for comprehensive reforms that extend legal protections to all.

The CPD’s call for salaries and financial benefits to be disbursed through formal banking channels or mobile financial services is a practical step towards enhancing transparency and accountability in wage payments.

Additionally, establishing night banking services near industrial zones reflects a thoughtful approach to accommodating the needs of workers who often work irregular hours.

By adopting these recommendations, the interim government has a unique opportunity to prioritise the welfare of its workforce. By ensuring timely wage payments, enforcing minimum wage laws, and extending legal protections to all workers, Bangladesh can take significant strides towards a more equitable and just society.
