A high-level two-day workshop titled “Competency Based Interview (CBI) Development and Strategic Action Framework for BPSC” was held from October 31 to November 1, 2025, at the Nazimgarh Wilderness Resort in Lalakhal, Sylhet, under the initiative of the United Nations Development Programme (UNDP).
The workshop was attended by senior officials including the Chairman of Bangladesh Public Service Commission (BPSC), Prof. Dr. Mobasser Monem, along with other commission members and Secretary Md. Abdur Rahman Tarafder.
The event focused on sharing best practices and specialized insights from international experts regarding the Competency Based Interview (CBI) method adopted in civil service exams across various countries. The sessions highlighted how adopting CBI could enhance transparency and efficiency in BPSC’s recruitment processes. Critical discussions revolved around international standards, practical interview strategies, and the application of modern assessment techniques, with experts elaborating on the technicalities and benefits of competency-based evaluations.
The principal objective of the workshop was to strengthen the Bangladesh Civil Service (BCS) recruitment process by integrating effective exam and interview strategies aligned with global standards. The strategic action framework aims to elevate the quality of civil service selections through robust, merit-based procedures.
Government officials emphasized that such initiatives, in partnership with UNDP, reflect Bangladesh’s commitment to continuous improvement in civil service examinations and recruitment, ensuring greater accountability, fairness, and alignment with international best practices.
