One after another, a series of scams are happening regarding the tender of Chhatak Cement Company. There have been allegations that the tender was handed over to a syndicate related to increasing the tender fee from 5 thousand taka to 30 thousand taka. Several complaints have been filed with the company’s MD demanding that the controversial tender process be canceled and a new tender be called, as well as necessary action be taken against the syndicate.
On May 27, three organizations including Abu Saeed Abhi, the proprietor of Zulkarnine’s Trade and Tech, filed a complaint together.
According to the complaint, Abu Saeed Avi, the proprietor of Zulkarnine’s Trade and Tech, purchased the tender for 30,000/- (thirty thousand) taka on 19/05/2025 in the open tender call mentioned in CCCL Banijya-MPIC 2024-25/256, date- 05/05/2025. His serial number- 08833. Account number- CA-12/5380 and according to the terms of the tender, he prepared to participate in the tender by making a pay order to Chhatak Cement Company Ltd. 7% of the quoted price. Thereafter, he went to the office of Chhatak Cement Company as the place of submission of the 1st tender and publication of the results mentioned in the notification. But when he went and saw that 57 other tenders had been sold, 8 of them could submit them, but the remaining 49 could not submit them due to the obstruction of the armed syndicate members who were buyers. They were beaten and kicked out of the gate in front of the Chhatak Cement Company Ltd. employees, officers, police and Ansar. When he tried to submit them again, the syndicate terrorists pushed him out by the neck. Then he immediately went to the Sylhet Public Works Office, the third place mentioned in the tender, to submit the tender. But when he arrived at 12 noon, he saw that the syndicate members were armed with local weapons and prevented him from submitting the tender. When he went to submit the tender, the terrorists forcibly snatched the tender from him and, with the intention of embezzling huge profits from the state, they did not allow anyone to submit the tender. In this, about fifty well-known tender-buying institutions of the country could not participate. In such a situation, it is time to identify the officials of Chhatak Cement Company Ltd. and other government officials and the institutions accepting the submitted tenders and take necessary action against the syndicate, including suspending the further activities of the auction held on May 25 and canceling it.
During the conversation, Abu Sayeed Avi, Proprietor of Zulkarnine’s Trade and Tech said,Chhatak Cement Company Ltd. Managing Director Md. Abdur Rahman is still maintaining relations with Awami terrorists as before on August 5. In continuation of that, the fascist Awami Dosar is busy in the trick of giving the auction work order for scrap materials to Haji Swapan. Haji Swapan used to move more with the leaders of the central Awami League, especially Haji Selim, Jahangir Kabir Nanak and the central Chhatra League’s Golam Rabbani gang, rather than with the cooperation of the local Awami League, and with their help, he got the opportunity to do all those misdeeds. With the cooperation of fascists, he has built a mountain of wealth by doing a grand business of tender manipulation and seizure in Sylhet and Sunamganj districts. The accused canceled the controversial tender and called for a new tender.
While talking about this, Chhatak Cement Company Limited MD Engineer Abdur Rahman said that no decision has been made yet regarding the tender, a decision will be taken after discussing it in the board meeting next Sunday.
