Separate SC secretariat needed to make judiciary accountable: CJ

Chief Justice Dr. Syed Refaat Ahmed on Sunday said the urgent need for establishing a separate secretariat for the Supreme Court (SC) to ensure greater transparency and accountability in the judiciary through meaningful reforms.

Speaking at the inauguration of “Nayakunja” on the Khulna Judge Court premises, the Chief Justice emphasized that such structural change is essential for implementing reforms aimed at creating a more transparent, accountable, and sustainable judicial system in Bangladesh”.

He asserted that without a dedicated SC secretariat, achieving the desired judicial reforms would be difficult.

Highlighting the longstanding challenges within the judiciary, he pointed out that the current dual administrative structure is significantly hindering transparency and operational efficiency. Due to the absence of an independent secretariat, many decisions remain unimplemented for extended periods, directly affecting justice-seekers.

The Chief Justice revealed that a comprehensive 12-point reform plan is currently in progress, designed to modernize and fortify the judiciary. Once implemented, the reforms are expected to bring about a long-awaited transformation in the country’s justice system.

He expressed optimism that these initiatives would address existing irregularities, eliminate unnecessary delays, and improve accountability both within and outside the courtroom.
Dr. Ahmed further stressed that judicial reform is a collective responsibility-not just of the judges or the administration, but of the entire legal community, including the bench, the bar, and the media.

He concluded by calling for active and sincere cooperation from all stakeholders to restore public confidence and build a more robust, transparent, and justice-oriented judicial system, adding that the time is ripe for these structural reforms to take effect.

The event was attended by judges of the Khulna Judge Court, along with the President and General Secretary of the Khulna Lawyers’ Association, among others.
