The National Pay Commission 2025 has launched an online opinion survey seeking input from citizens on the salaries and allowances of government officials and employees. The survey, which began today, will remain open until 15 October on the commission’s official website.

Through this initiative, members of the public can express their views on a wide range of issues, including whether the basic salary of government employees should be increased, and whether allowances for housing, healthcare, and education are adequate. The commission has made it clear that any Bangladeshi citizen may participate.

According to the announcement, four categories of respondents are eligible: general citizens, government employees, government institutions, and associations or societies. All groups are encouraged to submit feedback through the designated online portal.

The survey contains 35 questions designed to gather diverse perspectives. Among them is a key question on what the minimum basic salary should be for a six-member family of a government employee.

Respondents are also asked whether salaries and allowances should be linked more closely to inflation, and whether existing education and medical allowances are sufficient.

Other questions focus on whether the current house rent allowance is adequate, whether low salaries contribute to corruption among public servants, and whether retirement benefits should be increased.

The Pay Commission has stated that the objective of this survey is to support the development of a comprehensive and sustainable salary framework for employees of the government, semi-government bodies, autonomous institutions, state-owned banks and financial organisations, public universities, and state-owned industries.

The framework will aim to align with Bangladesh’s economic growth targets, inflation trends, and development strategies.

The Commission emphasised in its questionnaire that recommendations will be prepared based on the collective opinions of citizens and stakeholders. By incorporating feedback from different sections of society, the commission hopes to establish a pay structure that is both fair and effective.

The 23-member National Pay Commission, 2025, chaired by former Finance Secretary Zakir Ahmed Khan, was formed on 27 July this year by the interim government.

The commission has been tasked with recommending a new national pay scale that addresses the financial needs of government employees while ensuring sustainability within the country’s economic framework.

Officials said the survey is an important step towards inclusive policymaking, allowing ordinary citizens to directly contribute to shaping the pay and benefits structure of the public service workforce.
