National Consensus Commission (NCC) Vice Chair Professor Ali Riaz on Thursday stressed that the primary responsibility for implementing the July National Charter 2025 rests with political leaders.
“The fundamental responsibility lies with those who reached the consensus,” Riaz said, addressing the 23rd day of the NCC’s second-round dialogue with political parties at the Foreign Service Academy in Dhaka. “The NCC will support the process as a facilitator, both formally and informally.”
He noted that the NCC is prepared to hold further discussions with political parties if needed to develop a concrete mechanism for implementation. A list of consensus points from the first-round dialogue has already been shared, he added.
Concluding the second phase of talks, Prof Riaz announced that decisions reached will be made public, while unresolved issues will be addressed through open-floor discussions.
The final day of dialogue focused on critical institutions including the Public Service Commission, Anti-Corruption Commission, Comptroller and Auditor General, and the Ombudsman.
“Consensus has been reached on nearly 13 major issues,” Riaz said, adding that space for dissent remains open. Feedback on the Charter’s text is also being incorporated, and the final version will reflect both agreed points and dissenting opinions.
“We aim to finalise all matters today. Once all parties sign the document, the Charter will be complete,” he concluded.
