KCC unveils Tk 601.79cr budget for FY2026-27
The Khulna City Corporation (KCC) has proposed a budget of Tk 601 crore 79 lakh 7 thousand for the 2026-27 fiscal year, with a focus on improving drainage, waste management, public health and urban infrastructure.
KCC Administrator Nazrul Islam Manju announced the proposed budget at a press conference at the Shaheed Altaf Auditorium of Nagar Bhaban on Monday.
At the same event, he presented the revised budget of Tk 338 crore 97 lakh 21 thousand for the 2025-26 fiscal year.
Under the new budget, KCC expects to earn Tk 211 crore 90 lakh 5 thousand in revenue against projected expenditure of Tk 241 crore 44 lakh 17 thousand. Government allocations have been estimated at Tk 197 crore 62 lakh.
KCC officials said the overall allocation has declined compared with the previous fiscal year, mainly because the Tk 800-crore drainage development project has been completed.
The administrator said the budget is development-oriented and does not impose any new taxes.
Instead, the corporation will focus on recovering outstanding holding taxes, bringing newly constructed buildings under taxation and increasing its own revenue through markets, shops and new or modernised facilities.
He said priority has been given to finding permanent solutions to waterlogging, controlling mosquitoes to prevent dengue and chikungunya, improving waste management, expanding healthcare services and maintaining city facilities.
The budget also includes plans to modernise KCC’s administrative activities and improve roads, drains and religious institutions.
From its own funds, KCC has allocated Tk 73 crore 35 lakh 56 thousand for development activities after meeting salaries, allowances and establishment costs. Of this, Tk 55 crore 26 lakh 56 thousand has been earmarked for infrastructure and sectoral development, while Tk 18 crore 9 lakh has been allocated for repairs and maintenance.
Another Tk 150 crore has been set aside for development under the Annual Development Programme (ADP), block grants and special allocations.
The administrator said three projects under the national ADP would receive Tk 47 crore 62 lakh during the fiscal year.
Among the ongoing projects, Tk 12.5 crore has been allocated for the city’s drainage development project, whose estimated total cost is Tk 823.79 crore. The waste management improvement project, estimated to cost Tk 393.41 crore, will receive Tk 25 crore.
A further Tk 10.12 crore has been allocated for a project aimed at strengthening Khulna’s resilience to climate change.
Meanwhile, a Tk 2,255-crore physical infrastructure development project for KCC is awaiting approval from the Executive Committee of the National Economic Council (ECNEC).
Development partners, including the World Bank, Asian Development Bank, German Development Bank, UNDP, UNICEF, the Bill & Melinda Gates Foundation and GIZ, are supporting KCC projects.
Nine projects supported by development partners are currently underway, with Tk 79 crore 46 lakh 55 thousand expected to be allocated during the current fiscal year.
