Khulna Zilla Parishad’s ‘acting’ CEO transferred

The Cabinet Division’s investigation found irregularities. A transfer order was also issued. But after three days, it was suspended on charges of ‘high-level special influence’.
There were one complaint after another, administrative disputes and rumors of involvement in a political party during the parliamentary elections.
Finally, after the new government came to power, Khulna Zilla Parishad’s CEO (acting) Taslima Akhter was transferred.
A notification in this regard was issued by the Ministry of Public Administration on Monday. In the notification, she was transferred to the post of Deputy Director of the National Skill Development Authority under the Prime Minister’s Office.
The question arises – how did she remain in office for so long despite the investigation finding irregularities? Under whose umbrella was she being protected? Several sources said that an influential circle formed around the private secretary of a former advisor to the Ministry of Local Government had kept him hidden.
Sources said that in the wake of a serious complaint against the acting CEO, he was transferred from Khulna Zilla Parishad to the office of the Chuadanga Deputy Commissioner as Additional Deputy Commissioner (ADC) on September 21 last year. The Ministry of Public Administration issued an order in this regard. But the order was suspended within just three days.
Several then officials of the Public Administration unofficially said that the transfer was prevented by using ‘special influence from the highest levels’. Some employees of the organization have alleged that the acting CEO has become more influential in the Zilla Parishad since the suspension.
They claim that after the suspension of the transfer, there has been an increase in show-cause notices, punitive threats and single-handed dominance in decision-making. This has created discomfort in the work environment and destroyed the administrative balance.
Allegations of financial irregularities:
There are also allegations of financial irregularities against Taslima Akhter.
Those concerned claim that government housing repair work was done at a cost of several lakhs of taka without the administrator’s approval.
According to the rules of the local government department, administrative approval is mandatory for spending more than a certain limit. But it is alleged that the approval is not clear in the documents.
Apart from this, there are also allegations of delays in several development projects of the district council. There are allegations that several road and infrastructure development projects have been pending for months.
A contractor who did not want to be named said, “Files are circulating, but decisions are not being made. This is increasing the cost, work is stalled.”
However, Taslima Akhter has denied these allegations. According to her, all the projects are being carried out in accordance with government rules. No expenditure has been made without approval. It is not a delay, but it took time to ensure transparency.
