Advisory council okays local govt ordinance

The Council of Advisers, at its 36th meeting held on Thursday at the Chief Adviser’s Office, granted approval in principle to the draft of the Local Government (City Corporation) (Second Amendment) Ordinance, 2025. The meeting was chaired by Chief Adviser Professor Muhammad Yunus, according to a press release issued by the Cabinet Division.
This latest development follows a series of policy discussions and earlier administrative measures aimed at reforming the structure and functioning of city corporations to enhance transparency, decentralize governance, and improve urban service delivery. The initial amendment to the Local Government (City Corporation) Ordinance was introduced in early 2024, focusing on redefining the jurisdiction and administrative powers of city mayors and ward commissioners.
In light of practical challenges faced during implementation, the need for a second amendment emerged through consultations with stakeholders, including local government representatives, urban planners, and civil society organizations.
The newly drafted ordinance seeks to address gaps identified in the first amendment and further streamline city corporation operations. It includes provisions to enhance citizen participation, ensure financial accountability, and strengthen coordination between city corporations and central government agencies.
The draft was given final approval in principle during the meeting but is now subject to legal scrutiny and formal vetting by the Legislative and Parliamentary Affairs Division before it is promulgated into law.
