Proper execution of law guaranteeing workplace safety is still elusive
In the aftermath of the tragic Rana Plaza incident in 2013, the readymade garment (RMG) sector in Bangladesh has made commendable strides in improving workplace safety. However, it is disheartening to note that workers in many informal sectors continue to toil in hazardous and unhealthy conditions. Although laws exist to guarantee a safe work environment, their effective implementation remains a challenge. It is imperative that both workers and owners acquire the necessary knowledge and understanding to uphold these regulations. The International Labour Organisation (ILO) has rightly emphasised the vulnerability of young workers in this regard. While progress has been made in formal sectors, it is crucial that we extend our efforts to non-formal sectors as well, ensuring that every worker can return home safely after work.
Recognising the significance of this issue, the ILO has been actively engaged in Bangladesh, collaborating with the government, employers’ organisations, and workers’ organisations. Together, they are working towards strengthening the national occupational safety and health (OSH) systems. This comprehensive approach involves the development of policies and frameworks on OSH, reinforcing labour inspection and governance, facilitating OSH training, and conducting nationwide OSH campaigns. By addressing these various aspects, the ILO aims to foster a culture of prevention and create a safer and healthier work environment for all.
While the RMG sector has made notable progress in enhancing workplace safety, the same cannot be said for many informal sectors. The implementation of laws guaranteeing a safe work environment remains inadequate due to the lack of awareness among workers and owners. It is vital that we prioritise raising awareness about occupational hazards and empower individuals with the knowledge needed to prevent accidents. By partnering with the ILO and focusing on preventative measures, we can further strengthen our national OSH systems and instill a culture of safety across all sectors. Let us collectively strive to ensure that every worker in Bangladesh returns home safely, as it is their fundamental right and our shared responsibility.
