The core elements of Faith :
A Saudi grand mufti has refused to recognise the Iranian Muslims as believers after Tehran’s call for international management of Mecca during the Hajj. The Tehran government said, Mecca and Medina are not properties of Saudi Arabia, but of the whole Muslim world. So, international management is imperative to check the past tragedy. On this issue, we cannot support Iran because that will make the two cities mess, create chaos. About chaos, Allah says in the holy Quran, Surah Baqarah, Verse Nos. 191 and 217, “Chaos is worse than slaughter.”
Now about the characteristics of a believer, let us quote Verse No.177, Surah Baqarah,
“Righteousness is not that you turn your faces toward the east or the west, but righteous is one who believes in Allah, the Last Day, the Angels, the Book, and the Prophets and gives wealth, in spite of love for it, to relatives, orphans, the needy, the traveler, those who ask [for help], and for freeing slaves; [and who] establishes prayer and gives zakat; [those who] fulfill their promise when they promise; and [those who] are patient in poverty and hardship and during battle. Those are the ones who have been true, and it is those who are the righteous.
The Prophet Muhammad (SM) said, he is a Muslim, who by heart believes and publicly declares his complete allegiance to Allah, accepts me as Seal of Prophets, believes Angels, Prophets, the Last Day and the Books. However, since the Judgment about anything is with Allah as per Verse No. 88, Surah Qasas, we cannot say that Iranian Muslims are not believers. The text of the verse is:
And invoke not with Allah another deity. There is no deity except Him. Everything is perishable except His Face. His is the Judgment, and to Him you will be returned.
