The Saudi Ministry of Hajj and Umrah has unveiled a fresh licensing framework for pilgrim lodgings in Makkah and Madinah, set to take effect from the 2026 Hajj season.

Under the initiative, licences will be granted through the temporary hostel licensing service, developed jointly with the Ministry of Tourism and the Ministry of Municipalities and Housing, according to Saudi media reports.

Prospective operators must apply via the Nusuk Masar platform in order to lease out properties for pilgrims.

All seasonal licences must be secured through the Ministry of Tourism’s online portal-fulfilling the approved criteria-before the contracting deadline on February 1, 2026.

The new process will not cover hotels that already possess permanent year-round licences issued by the Ministry of Tourism.

Authorities say the temporary hostel licensing scheme is designed to upgrade service quality, simplify the booking process, and elevate the overall Hajj experience in the holy cities.

By issuing seasonal permits aligned with regulatory standards, the system aims to expand hospitality capacity, integrate licensed accommodations with the Nusuk booking platform, and ensure a safer, more organised stay for pilgrims.
