Land Ministry announces ‘180 Days Smart Strategy’

Within the next six months (180 days), the information regarding the vested property in the ‘KA’ schedule of Khulna Division will be brought under proper management. Leasing for assets listed in the ‘KA’ schedule, which are currently not under lease within the Division, will be initiated.
This commitment was made to Land Minister Narayon Chandra Chanda by the Khulna Divisional Commissioner’s Office during his attendance as the chief guest at the inauguration of a workshop on Land Services Digitization, titled ‘180 Days Smart Strategy’, as part of the Land Ministry’s special program, ‘Automated Land Administration & Management System (ALAMS)’. The workshop was chaired by Khulna Divisional Commissioner Md. Helal Mahmud Sharif, with Land Secretary Md Khalilur Rahman in attendance as the special guest.
Land Minister Narayon Chandra Chanda emphasized to the land officials present at the workshop the utmost importance of protecting government resources. Furthermore, he stressed that citizens possessing all necessary documents affirming their ownership should not face any form of harassment.
The minister pointed out instances where significant delays occur in issuing mutations for land that has been resold after purchase, despite all requisite investigations having been conducted months prior. In such cases, he emphasized the need for expedited mutation processing. He underscored that services should be delivered with a mindset focused on providing relief to recipients, rather than obstructing their access to services.
Reiterating the government’s zero-tolerance policy against corruption, the minister emphasized that the Ministry of Land has embarked on a 180-day special program aimed at accelerating the implementation of smart land services. Within this 180-day timeframe, various departments and agencies of the Ministry of Land have devised their own 100-day programs.
The minister highlighted that as part of these initiatives; land offices in several districts are being closely supervised and monitored. The selection of certain districts out of the total 64 is intended to assess the effectiveness of intensive supervision and to establish a sustainable model that can be replicated in other districts.
The Land Minister also expressed his hopes to launch a digital case management system for the land acquisition compensation payment process and revenue case management through IBAS within 180 days.
The Land Secretary mentioned that the Ministry of Land’s 180-day program includes achieving a 100 percent Khatian delivery rate, uploading all mutation and survey Khatian data into the system, among other objectives. The secretary highlighted that all activities related to providing land services are being regularly monitored through the dashboard, with the Ministry of Land team actively engaged in this effort.
The Khulna Divisional Commissioner reported that the phone-in program on land, organized by Bangladesh Betar, Khulna, has received significant response at the local level. The Khulna Divisional Commissioner’s Office plans to undertake several more initiatives to disseminate information about digital land services to the general public.
Additional Deputy Commissioners (Revenue), Revenue Deputy Collectors (RDCs), Land Acquisition Officers (LAOs), General Certificate Officers (GCOs), Record Room Officers, Assistant Commissioners (Land), Union Land Assistant Officers (ULAOs), and Union Land Deputy Assistant Officers (ULDAOs) from various districts of the Khulna division actively participated in the workshop.
