The Inter Services Public Relations (ISPR) on Saturday announced a prohibition on all forms of public gatherings, rallies, processions, and demonstrations in several key areas of Dhaka, effective from Sunday, 18 May, until further notice.

According to an official ISPR statement, the ban will be enforced in areas including Kochukhet Road, the stretch from Bijoy Sarani to the Chief Adviser’s Office, the vicinity of Bir Sreshtho Shaheed Jahangir Gate, and areas extending from BAF Shaheen College to the Mohakhali Flyover. Additional locations affected include Sainik Club Mor, Bhashantek, Matikata, ECB Chattar, and surrounding zones.

The decision follows the detention of a dismissed soldier, Md Naimul Islam, who has been accused of inciting unrest and conspiring to disrupt public order. The ISPR stated that Naimul, discharged from the armed forces for repeated disciplinary breaches, including domestic abuse allegations, had been actively coordinating with other former military personnel to plan subversive activities.

According to the statement, since 5 August of the previous year, Naimul had been using media and social platforms to disseminate inflammatory content and organise disruptive actions. The ISPR alleges that he had orchestrated a major act of sabotage disguised as a protest rally, which was planned to take place at the Dhaka Cantonment entrance on 18 May.

In an effort to prevent the planned unrest, a military team attempted to apprehend Naimul around 2:00pm on Saturday in the Bott Tola Bazar area of Khilkhet.

The ISPR claims that Naimul and his associates resisted arrest and assaulted army personnel with locally-manufactured weapons. A nearby patrol team intervened promptly and successfully detained Naimul along with two accomplices.

ISPR further noted that legal proceedings are currently underway against the accused. Authorities have emphasised the need for heightened vigilance to prevent any attempts to destabilise public order.

The ban on public gatherings is part of broader precautionary measures to ensure security in the capital amid concerns of orchestrated unrest.
