Govt issues revised rules for primary teacher recruitment

The Ministry of Primary and Mass Education has issued a new gazette notification amending the recruitment rules for government primary school teachers, introducing key changes that are expected to benefit science graduates.

According to the notification signed by Secretary Abu Taher Md Masud Rana on Sunday (2 November), the phrase “other subjects” in Rule 7, Sub-rule (2), Clause (b) has been replaced with “science and other subjects with at least”, clarifying and expanding eligibility for candidates with science backgrounds.

Under the original rules, published on 28 August 2025, 93% of the teaching posts were to be filled based on merit—20% reserved for candidates with a bachelor’s degree in science and 80% for those from other disciplines.

The latest amendment strengthens the inclusion of both science and non-science graduates by specifying “science and other subjects with at least.”

The revised schedule (Schedule-1) of the regulation also outlines the updated recruitment procedure and qualification requirements.

As per the new rules, the recruitment process for primary teachers will be conducted on an upazila or thana basis.

A 5% quota will remain reserved for the children of freedom fighters, martyred freedom fighters, and Biranganas (female war heroes).

After recruitment, teachers will serve a probationary period, during which their performance and conduct will be evaluated.

Only those deemed satisfactory will be made permanent employees. If a teacher fails to meet the required standards, the appointing authority will have the right to terminate or demote them to their previous position.

The amendment also mandates that all newly appointed teachers must complete basic training within four years of their appointment.

For teachers who reach the age of 50 while awaiting promotion or confirmation, certain training and examination requirements may be relaxed.

Additionally, the policy states that untrained head teachers currently in the 12th pay grade must complete their basic training within 18 months after receiving their upgraded salary grade. Failure to do so will result in demotion to a lower pay grade.

Education officials have welcomed the amendment, noting that the inclusion of “science and other subjects” provides greater clarity and opportunity for graduates from diverse academic backgrounds while maintaining a merit-based recruitment system.
