The government has issued the gazette of the Legal Aid Services (Amendment) Ordinance, 2025, amending the Legal Aid Services Act of 2000 to strengthen access to justice for underprivileged and marginalized citizens across the country.

According to the gazette, the ordinance redefines legal aid as the provision of legal advice and assistance to individuals who are financially insolvent, helpless, or otherwise unable to seek justice due to socio-economic barriers.

The expanded definition covers all legal matters pending, filed, or yet to be filed in court thus broadening the scope of support.

A major feature of the amendment is the introduction of honorariums for mediators, including special mediators, who are appointed to resolve disputes through mediation. These provisions align with the Code of Civil Procedure, 1908, and other applicable laws.

The ordinance also authorizes government-funded support for case-related expenses, legal counseling, and pre-litigation or court-referred mediation services.

To ensure robust implementation, the ordinance strengthens the role of the National Governing Body, which will now be chaired by the Minister or Adviser of the Ministry of Law, Justice and Parliamentary Affairs.

The body will comprise representatives from various government ministries, the judiciary, legal institutions, law enforcement agencies, civil society, and rights-based organizations.

This inclusive structure aims to ensure improved coordination, oversight, and accountability in delivering legal aid.

The Executive Director of the National Legal Aid Services Organization (NLASO) will continue to serve as the member secretary of the governing body.

Government officials noted that this ordinance is a significant step toward making legal support more inclusive, transparent, and accountable. It reflects the state’s ongoing efforts to build a justice system that serves all citizens, particularly those who are most vulnerable and often excluded from legal remedies.

Legal experts and rights organizations have welcomed the move, calling it a timely reform that could meaningfully impact millions who lack the means to defend their rights in court.
