Dynamic Solutions Innovators Ltd. (DSi), a leading Bangladeshi software services firm,
has categorically denied a series of allegations of corruption, failure, and irregularities in
multiple government projects, as detailed in reports recently published by several online
news outlets.
DSi emphasized its long-standing reputation, having provided software development
services both nationally and internationally since 2001. The company highlighted its role
as a long-term offshore development partner for several leading U.S. tech giants. It
affirmed that all its government contracts were secured through competitive and
transparent tendering processes and delivered in full compliance with contractual
obligations.
In response to the specific allegations, DSi provided the following project-by-project
clarifications:
No Involvement in Government CRVS Project
Responding to claims of irregularities in the Civil Registration and Vital Statistics
(CRVS) initiative, DSi clarified that it had no involvement in the government’s CRVS
project. The company’s role was limited to a separate pilot project entirely funded by
Plan International as a proof-of-concept pilot project, which it says was successfully
completed. All deliverables were handed over to Plan International, whose records can
verify the project’s successful conclusion.
IEIMS Project Successfully Delivered
Contrary to reports of failure in the IEIMS project, DSi stated that it was contracted for
10 modules only, all of which were successfully launched as per the agreement. These
modules have been verified and received completion certificates from the relevant
authorities. Furthermore, all education boards successfully used the system for SSC
and HSC exam registrations for the 2024-2025 academic year. The company further
pointed out that reports misrepresented the project’s contract value, presenting an
exaggerated figure that does not match the official agreement.
Clarification on Tenders and Collusion Allegations
DSi denounced allegations of collusion with a former minister or any other group in the
BCIC Automation project as “completely fabricated” and defamatory, noting the absence
of any supporting evidence. The company affirmed that the project was won through a
transparent tender process compliant with the Public Procurement Rules (PPR) and
stated its readiness to fully cooperate with any investigation by the Bangladesh Public
Procurement Authority.
Regarding the BCIC Fertilizer Management System tender, DSi noted that the
evaluation process is still ongoing and no award has yet been made. The company
called the accusation of collusion to influence eligibility criteria a “calculated and
opportunistic lie,” as all shortlisted firms had to meet the same minimum qualifications to
participate.
Primary Education (IPEIMIS) and a2i Projects
Addressing claims of procuring unnecessary equipment in the Directorate of Primary
Education’s IPEMIS project, DSi clarified that the platform was launched in March 2022
and has been fully operational since. The company highlighted that its contracts for this
project were with international organizations like UNICEF and ADB, which enforce strict
accountability, auditing, and fund monitoring.
Similarly, for allegations concerning a2i’s Integrated Service Delivery Platform (ISDP),
DSi confirmed the project was secured via a competitive tender and was successfully
completed and handed over as per the contract.
Refutation of Hardware Procurement and ACC Investigation Claims
DSi dismissed the allegation of embezzlement through the purchase of unnecessary
hardware as “utterly laughable,” stating, “Since its inception, DSi has operated
exclusively as a software services provider. We have never supplied hardware in any
project.”
The company also stated it is unaware of any investigation by the Anti-Corruption
Commission (ACC), as claimed in the reports. DSi noted that the reports used vague
sourcing, such as “an ACC official,” without providing any formal documentation or
statements from a responsible authority, and confirmed that the ACC has not contacted
them.
Company’s Position
Reaffirming its commitment to transparency, DSi concluded by stating its readiness to
participate in any independent audit or investigation and to provide all project-related
documentation to the proper authorities. The company views the wave of nearly
identical reports across multiple outlets as evidence of a coordinated attempt to tarnish
its image. However, the company stressed that such defamatory campaigns are
unacceptable. “These baseless allegations have caused serious harm to our reputation,
goodwill, and international standing,” the company warned, adding that it will explore all
legal remedies available under Bangladeshi law to protect its interests.
