THE approval of Bangladesh’s Cyber Security Ordinance 2025 marks a landmark advancement in the country’s digital legal framework. As per a report published in this newspaper on Wednesday, this overhaul addresses past flaws and sets a modern, balanced approach to safeguarding citizens’ digital rights while strengthening cybersecurity.

The ordinance repeals nine problematic sections of the Cyber Security Act 2023, which had enabled harassment and suppression through legal misuse. The automatic dismissal of about 95% of related ongoing cases signals a decisive break from this troubling legacy. In its place, the new law focuses on genuine protection rather than repression.

A historic feature of the ordinance is the recognition of internet access as a civic right, underlining the essential role that connectivity now plays in education, commerce, and social participation. This declaration aligns Bangladesh with global standards, affirming digital access as fundamental.

The legislation also tackles emerging cyber threats through provisions against online gambling, cyber harassment of vulnerable groups, and crimes involving artificial intelligence. As the first South Asian nation to legislate on AI-related cybercrime, Bangladesh signals its intent to lead in managing new technological challenges.

Importantly, the ordinance reforms speech-related offences by making them bailable and reducing maximum imprisonment to two years, thus protecting free expression. At the same time, it introduces harsher penalties for filing false or malicious cyber cases, curtailing abuse of the legal system.

Another significant reform is the removal of offences concerning the Liberation War, national figures, and symbols. These provisions were often politically exploited, restricting dissent. Their omission marks a clear commitment to safeguarding digital freedoms and focusing law enforcement on genuine threats.

Successful implementation demands public awareness and education about these new rights and protections. Citizens must understand how the ordinance shields them, ensuring the law’s promise is fully realised.

Bangladesh’s Cyber Security Ordinance 2025 is a forward-looking, balanced law that blends security with civil liberties. It offers a strong foundation for a safer, freer digital environment. It demonstrates that robust cybersecurity and the protection of fundamental freedoms can go hand in hand in the digital age.
