City corporation offices to provide citizen services

The Local Government Division has endowed city corporations’ administrators with various civic services.
A letter was sent to the concerned from the LGD on Sunday delegating this power.

According to the letter, under section 117(1) of the local government (city corporation) Act, 2009, the administrators of the city corporations have been granted the authority to provide various types of civic services, especially nationality and character certificates, and heirship certificates for deceased individuals, until further instructions.

Additionally, the letter mentions that, according to sub-regulation 3(3) of the city corporation Regulation, 2012, the city corporation councillors will be responsible for issuing heirship, nationality, and character certificates.

The letter further states that in the current scenario, if any councillor is absent from work or not available at the workplace, and to ensure uninterrupted civic services in the public interest, the administrator can delegate this authority to the respective city corporation’s regional executive officers or other officials, or, in special cases, to members of the committee appointed under section 25A (2) inserted by section 3 of the Local Government (City Corporation) (Amendment) Ordinance, 2024.

Previously, the LGD had sent another letter appointing an appropriate officer from the city corporation as the birth and death registrar.

That letter indicated that due to temporary difficulties in managing birth and death registration activities in the city corporation areas, necessary measures should be taken to appoint an appropriate city corporation officer as the birth and death registrar, as per section 4(A) of the Birth and Death Registration Act, 2004.
