ACC initiates probe against ex-NBR chair

The Anti-Corruption Commission (ACC) has initiated an investigation into Md. Nojibur Rahman, former chairman of the Capital Market Stablization Fund (CMSF) and former chairman of the National Board of Revenue (NBR).

Md. Akhtar Hossain, Director General (Prevention) of the ACC, confirmed the investigation.

Rahman faces various charges, including bribery, manipulation of promotions and transfers, lobbying in trade, share placement deals, and securing his son’s admission to Dhaka University by falsely claiming him to be disabled.

He was appointed as Chairman of CMSF after retiring as Principal Secretary to the Prime Minister.

Allegedly, during his tenure, officials from customs houses, VAT commissionerates, and tax zone commissioners were forced to pay Tk 50 lakh per month. Rahman is accused of appointing individuals of his choosing to key and profitable positions.

Further allegations include using intimidation to extract financial advantages from some businessmen. He also granted a high-duty exemption to one group, which was later exploited for commercial purposes, resulting in a loss of hundreds of crores in government revenue.

Additionally, Rahman is accused of transferring Tk 60 crore to his wife’s income tax file, which was subsequently suppressed after the removal of the concerned income tax officer. The NBR is investigating this matter.

During his tenure as Chief Secretary to the former Prime Minister, Rahman is also alleged to have misused his power to acquire 1 million placement shares of Best Holding in the names of his two sons, Farabi NA Rahman and Fuad NA Rahman, in 2019. These shares were reportedly obtained in exchange for helping the company get listed on the market. Rahman was arrested by the Detective Branch of Dhaka Metropolitan Police on 6 October from the Gulshan area of the capital.
