Allegation against MPA over dues payment delay

An allegation has been made against Mongla Port Authority (MPA) for delay in granting PRL and payment of dues of an official who went to PRL. This incident has created mixed reactions and anger among the officials and employees.
According to the complaint source, Mongla Port’s Chief Finance and Accounting Officer Md. Siddiqur Rahman Khan joined as an accounting officer in 1994. Based on his performance, he was promoted to Chief Finance and Accounting Officer (3rd grade post) on November 12, 2019. His last working day was on October 19, 2025. According to the rules, his PRL is to be granted, leave encashment and GPF dues are to be paid. Provisions in this regard are mentioned in section 4.10 of the Pension Facilitation Act, 2020.
When he applied to the Secretary and Advisor of the Ministry of Shipping in this regard, it is learnt that the ministry gave three separate letters to the Mongla Port Authority on 18 November 2025 and 7 December 2025. However, it is alleged that even after four-five months, his PRL letter has not been issued and his dues have not been paid.
Md. Siddiqur Rahman Khan admitted the truth of the complaint over the phone and said that he is being harassed intentionally with the connivance of some administration officials including the port’s Chief Audit Officer Fazle Alam. He sought the intervention of the Ministry of Shipping to investigate the matter and take legal action against those responsible.
When asked about the complaint, he asked to speak to the Chairman of Mongla Port Makaruzaman. However, the complainant claims that no visible action has been taken yet.
