CSOs urge COP30 to ensure ‘Baku to Belem’ roadmap for climate justice

Civil Society Organisations (CSOs) from South Asia have called on world leaders at the ongoing COP30 Climate Conference in Belem, Brazil, to ensure the implementation of the “Baku to Belem” Roadmap and deliver on long-promised climate finance commitments.

Speaking at a press conference titled “LDCs & MVC Peoples’ Expectations and COP30,” CSO representatives urged developed nations to meet the trillion-dollar climate finance target and submit ambitious NDC 3.0 plans that align with the 1.5°C temperature goal. They also demanded tripling adaptation finance by 2030 as part of an ambitious New Collective Quantified Goal (NCQG) to safeguard vulnerable communities.

M.A. Hasan of the COAST Foundation, who read the joint statement, criticised developed nations for creating “frameworks that look good on paper but fail to deliver in practice.” He said COP30 presents a critical opportunity for a reality check on the Paris Agreement’s progress and for defining a fair, time-bound pathway to achieve the NCQG by 2035 through public finance, especially addressing the needs of Least Developed Countries (LDCs) and Most Vulnerable Countries (MVCs).

Indian delegate Shoumya Dutta called for a clear timeline to phase out fossil fuels and end subsidies, urging parties to triple renewable energy capacity and double global energy efficiency by 2030.

Ahsanul Wahed from MJF pressed for a credible roadmap to finalise measurable indicators for the Global Goal on Adaptation, accusing developed nations of “vague commitments that prolong the suffering of vulnerable countries.”

Jakaria from Leaders Bangladesh demanded rapid and simplified access to the Fund for Responding to Loss and Damage (FRLD), stressing that COP30 must include a sub-goal under the NCQG for grant-based loss and damage financing.

Speakers concluded that genuine progress at COP30 depends on concrete financial and technological commitments from developed countries to help climate-vulnerable nations survive and adapt to the growing climate crisis.
