Bangladesh Khelafat Majlis has announced a three-day nationwide program to press for the immediate implementation of the July Charter, along with four other demands.

The announcement came at a press conference on Sunday afternoon at the party’s central office in Purana Paltan, Dhaka. Party Amir Maulana Muhammad Mamunul Haque unveiled the program while reiterating his party’s stance on what he called the “unfinished agenda of the July Revolution.”

According to the declared schedule, the party will hold a protest march in front of Baitul Mukarram Mosque in Dhaka on September 18, similar demonstrations in all divisional cities on September 19, and protest rallies across all districts and upazilas on September 26.

Outlining his party’s five-point demands, Mamunul Haque called for: immediate implementation of the July Charter; a ban on the Jatiya Party, which he described as an agent of India and a collaborator of the Awami League; visible justice for the July massacre; adoption of a proportional representation (PR) system in the upper house for the upcoming parliamentary elections; and ensuring a level playing field for all political actors in the election.

Senior leaders including Secretary General Maulana Jalaluddin Ahmad, Senior Nayeb-e-Amir Yusuf Ashraf, Joint Secretary Generals Tofazzal Hossain and Ataullah Amin, Organizing Secretary Enamul Haque Musa, and Publicity Secretary Hasan Zunaid were present at the event.

At the outset, Secretary General Jalaluddin Ahmad clarified that while the invitation letter mentioned a “joint program,” discussions with other parties are still ongoing and a final consensus has yet to be reached.
Reading out a written statement, Mamunul Haque later faced questions from journalists.

Asked whether disputes over the proportional representation system could delay the upcoming national election, he responded that the Consensus Commission had already decided in favor of PR for the upper house.

“BNP has placed a note of dissent. If BNP comes to power, they will not implement PR. But we will not allow any upper house without proportional representation,” he said.

On the possibility of a broader joint movement, Mamunul acknowledged that eight parties had held informal discussions and reached common ground on key issues, particularly the July Charter.

“The parties are sincere about implementing the Charter. Even if the joint program is not finalized, each party will hit the field from its own position,” he said.

He criticized the interim government for failing to provide clear guidance on the Charter, saying there was little sign of progress.

“There is no direction, no assurance. It does not seem the government is ready to implement it. That is why there is no alternative to movement. The achievements of the July Revolution depend on enforcing the Charter,” he declared.

When asked whether the program was linked to election politics, Mamunul dismissed the idea of entering into electoral coalitions at this stage. “This is not about votes or alliances now. The priority is to enforce the July Charter and ensure PR in the upper house,” he said.
