The Ministry of Finance has unveiled the Policy for Engagement of Temporary Workers on a Daily Basis, 2025, allowing government bodies to appoint workers temporarily to carry out essential and urgent tasks.
The policy, signed by Finance Secretary Md Khairuzzaman Mozumder, was published on the ministry’s official website on Wednesday. It will apply across all government ministries, divisions, departments, agencies, state-owned enterprises, and autonomous institutions.
According to the policy, Bangladeshi citizens by birth aged between 18 and 58 are eligible for employment on a daily basis. “Temporary work” is defined as critical, time-sensitive tasks that cannot be performed by the existing workforce. Individuals engaged for such duties will be designated as “temporary workers” and remunerated from government or institutional funds.
To qualify, candidates must be physically and mentally fit and must present a valid National Identity Card or Birth Registration Certificate to verify their age. Additionally, applicants are required to submit a character reference from a recognised local dignitary, city corporation or municipality councillor, or union parishad chairman.
Daily wage rates for temporary workers must conform to the standards set by the Finance Division, which reserves the right to revise rates when necessary. No supplementary financial benefits will be provided beyond the approved wage. All payments are to be made via bank accounts or mobile financial services, and appointing authorities must submit reconciled payment records along with monthly bills to the relevant accounting office.
The policy explicitly prohibits wage discrimination based on gender or gender identity, ensuring equal pay for men, women, and transgender individuals. Furthermore, it mandates a safe, respectful, and women-friendly working environment for all temporary workers. Government agencies are also instructed to ensure that temporary activities do not have an adverse impact on the environment.
Entities with existing recruitment rules must amend them in line with this new policy, following consultation with the Finance Division. They are also required to estimate their annual person-day requirements and submit detailed budget proposals in the prescribed format for approval or allocation.
This policy marks a significant step toward streamlining temporary labour management in public institutions, while reinforcing principles of equity, transparency, and accountability.
