Commission recommends dividing BD into 4 provinces

The Public Administration Reform Commission has suggested restructuring the country into four provinces, aligning with its historic divisions aiming to introduce a provincial administration system for improved governance.

The proposal seeks to decentralise power, enhance service delivery efficiency, and ease the administrative burden on Dhaka.

Chief Adviser’s Deputy Press Secretary Mohammad Abul Kalam Azad Majumder disclosed the matter during a media briefing in front of the State Guest House Jamuna on Wednesday.

He said, “The commission also recommended transforming four divisions into four provinces while streamlining the government structure by reducing the number of ministries and directorates. The proposal suggests capping ministries at 25 and directorates at 44.

“Additionally, the commission proposed creating separate divisions for Cumilla and Faridpur. Another major recommendation was the formation of the Greater Dhaka Capital City, incorporating Dhaka and Narayanganj. The commission also suggested establishing a separate police unit for immigration services. Furthermore, a proposal was made to restructure the public service system by creating three independent Public Service Commissions.”

Earlier on Wednesday afternoon, Public Administration Reform Commission Chief Abdul Muyeed Chowdhury, and Judicial Reform Commission Chief Justice Shah Abu Naeem Mominur Rahman submitted their reports to Chief Adviser Professor Dr Muhammad Yunus.

In October, the Cabinet Division issued a notification forming six reform commissions, including those on constitutional, electoral system, anti-corruption and police reforms.

On January 15, Reports from the Constitutional, Electoral System, Anti-Corruption Commission and Police Reform Commissions were submitted to the chief adviser.
