Strong Local Government is the key to people oriented sustainable development. Effective local government does not only focus on local demand but also fulfills the demand of the people staying with them. To accelerate development through establishing democracy it is necessary to participate in the local government system. That is why sometimes it is considered that democracy and local government complements each other. Article no: 9, 11, 59, and 60 of the Constitution of the People’s Republic of Bangladesh clearly direct in favour of Local Government.
The existing local government system in Bangladesh was introduced through some laws enacted during British period. With the passage of time there have been slight changes in the Local Government Act of Bangladesh but these are not sufficient enough. It is being demanded for strong local government for long time to empower people. But the irony of fate is that, effective and autonomous local government has not been implemented yet in our country.
Considering these issues, different articles of the writer Safiul Azam published in different newspapers have been compiled in this book. Different local government institutions Act like City Corporation Act 2009, District Parishad Act 2000, Pourasova Act 2009, Upazila Act 2011, Union Parishad Act 2009, Village Court Act 2013, Birth & Death Registration Act 2013 have been included in the Book. Different dynamics of local government; valuable recommendations from civil society representatives; pros and cons of several Acts have also been mentioned here. Representatives of Local government institutions, people working with local government, researchers and students may be benefited by this book.
